Tom the real issue with Valirx cap reorg is the subsequent sub division to lower the nominal back to 0.1p.
They are clearly worried their SP will drop below nominal preventing any more placings. But with a new SP of around 20p they can issue confetti like it is going out of fashion for years before they need to lower the nominal again.
That is the real reason for the capital reorg, but funnily enough the RNS does not mention that.
